Catherine Dunmore
Leads the firm’s regulatory and public affairs work in London: consultations, inquiries, select committees and the conversations before them.
Catherine Dunmore leads the firm’s regulatory and public affairs work in London. She advises clients facing consultations, inquiries, select committee hearings and licensing decisions, and on the long correspondence with regulators that decides how they read everything else a client says.
She began as a researcher for a member of Parliament, spent five years in the policy team of a trade association for medical technology and six as its director of policy, and joined Halden Rook in 2014. She became a partner in 2016.
Clients value her for knowing how a regulator’s office works on a Thursday afternoon: who drafts, who signs, and which paragraph of a consultation response anyone will actually read. She has prepared more than forty witnesses for select committees and public inquiries and says that the preparation is mostly about stopping them from saying “to be honest”.
She chairs the firm’s editorial committee jointly with Margaret Halden.
